BUSINESS BACKGROUND

Mr. Feinstein was first admitted to the State Bar of California in 1969. Mr. Feinstein developed the first disclosure forms for Truth in Lending when that act became effective in July of 1969. From 1973 through November of 1991 Mr. Feinstein was senior partner in his own firm, Feinstein, Gourley & Burstein. The firm specialized in real estate matters, securities offerings and insurance coverage. He served as counsel to the California Mortgage Association, and its predecessors, as well as being a member of the California Services Association legal committee. He was active in state legislative activities and was a member of the California Department of Real Estate, Real Estate Finance Advisory Committee.

In 1984, Mr. Feinstein began operation of National Consumers Finance Company and has been instrumental in development of lending procedures, supervision of loan portfolios and related activities.

Acting as attorney and principal Mr. Feinstein obtained one of the first state securities permits for the sale of a pool of securitized loans to private investors. He also assisted many other companies in designing pool operations and providing legal services in connection with qualification for various types of securities permits.

In January of 1998, National Consumers Finance Company’s operations were merged with Budget Finance Company and in 2004 Mr. Feinstein sold his interest in that company. While involved with the company Mr. Feinstein participated in planning and implementation of lending practices of the company, as well as regulatory compliance.

Mr. Feinstein has been active in several state trade associations and a national association dealing with the development of legislation, legislative activities, and government relations.

Since the sale of his interest in Budget Finance Company in 1999, Mr. Feinstein has resumed the practice of law specializing in representing mortgage brokers and lenders making and arranging loans secured by real property.

PERSONAL INTERESTS

Mr. Feinstein devotes some of his time to the study of acting and writing for the stage.
